Head of Program: International Rules, Norms and Standards in Cyberspace & Capacity Building, Australian Strategic Policy Institute
Bart Hogeveen is leading ASPI's work on International Rules in Cyberspace and Cyber Capacity Building. In this role, he focuses on issues of international peace and security, development aid, and national security in the cyber and digital domain, with a focus on the Indo-Pacific. He authored the Sydney Recommendations on Practical Futures on Cyber Confidence Building in the ASEAN region (2018). Between 2019 and 2022, he directed a capacity-building effort in ASEAN that led to an Implementation Guidance Document for Member States of ASEAN regarding the UN norms of responsible state behaviour in cyberspace. Currently, Bart's working with governments of emerging economies to strengthen cybersecurity resilience against the risk of state-sponsored economic cyber-espionage and leading a project unpacking the various technical standards-making forums for critical technologies.
