Henry Chang is the Deputy Chief Executive (Services, Governance & Cybersecurity) of GovTech. He oversees the Services Group and the Governance & Cybersecurity Group and reports to the Chief Executive. Prior to GovTech, Henry has a 26 year career with the Defence Science and Technology Agency (DSTA). He was rotated through several roles before his last appointment as Deputy Chief Executive (National Engineering). In that role, he set up a new engineering outfit within DSTA to provide engineering services for civilian government entities.

Henry is an engineer by training with a Bachelor of Engineering in Information System Engineering from Imperial College London, a Master’s degree in Electrical Engineering from Stanford University and a Master of Business Administration degree from Massachusetts Institute of Technology (MIT). He is a Fellow of the Institute of Engineers Singapore and a Executive Council member of the Singapore Computer Society.
