Zhi Qi leads the CISO Office team at GovTech's Cybersecurity Group, where he supports Ministry and Agency CISOs across the Singapore Government to enable effective cybersecurity leadership and governance through competency and leadership development, community engagement and knowledge sharing, data-driven insights and performance reporting, as well as establishing support structures for CISOs. A founding member of the independent CISO Office established at the Ministry of Health (MOH) after the 2018 SingHealth cyber-attack and Committee of Inquiry (COI), he played an instrumental role in strengthening cybersecurity oversight and governance of Singapore's healthcare system, coordinating efforts to implement the COI's recommendations to uplift the cybersecurity posture of public healthcare institutions and establishing cyber hygiene guidance for the private healthcare sector.
