Operating Cyber Risk Beyond the Enterprise: Guardrails, Autonomy, and Shared Control

  • As regulatory expectations evolve and digital ecosystems become more interconnected, critical security decisions are increasingly shaped, and at times executed, by platforms, vendors, and automated systems operating with delegated authority.​

  • From access management and remediation to detection and response, decisions are no longer made solely by internal teams. Instead, they emerge from a complex interplay of humans, technologies, and third parties, often under conditions of limited visibility, unclear accountability, and time pressure.

  • This forum examines how cyber leaders are operating cyber risk in this environment, where control is shared, autonomy must be bounded, and assurance competes with speed. Through practical discussions on guardrails, decision pathways, identity and authority, and embedded third-party risk, the focus is on the real-world operating challenges CISOs face today, and the governance approaches and decision frameworks that can help organisations move forward with greater confidence and coherence.

2.  GovWare Engage

GovWare Engage serves as an opportunity for us to connect with ecosystem members in the lead-up to GovWare this October, as well as to share some updates. This is in line with GovWare's initiative to establish more frequent touchpoints with the community, extending engagement beyond the flagship event itself.

3.  GovWare CISO Circle

The GovWare CISO Circle is an invitation-only programme for CISOs and senior leaders to have candid dialogue under the Chatham House Rules. Beyond cross-industry exchange, it hosts sector-specific conversations that dig deeper into pressing issues across Finance, Healthcare, Critical Infrastructure and more directly from the stakeholders and leaders from government, industry, and end-user organisations. The insights gathered not only foster collaboration but also help shape the priorities and bigger conversations that take the spotlight at GovWare in October.
